The objective of the town is to extend service to as many customers as possible, as
soon as possible, without incurring additional longterm debts. In order to achieve
this objective, the use of assessments as authorized by G.S. 160A-216 et seq., shall
be utilized to recover costs associated with water and sewer extensions, as such extensions
are defined under section 30-71. For water and sewer extensions undertaken by the town, which are outside of the
corporate limits, fees in lieu of assessments may be utilized to recover costs.
